Adif applies the general contracting principles provided for in the current legislation, given its nature as a public business entity within the Ministry of Transport, Mobility and Urban Agenda.
Adif's policy aims to optimize the relationship between cost, quality and benefits in all kinds of goods and services contracts, and to guarantee the principles of publicity, competition, transparency, equality and non-discrimination.
1. Legal regime applicable to Adif's contracts
With the entry into force of Law 9/2017, of November 8, on Public Sector Contracts and in application of the provisions of Article 3.2. b), Adif is considered to be a public contracting authority. Therefore, said Law will be applicable to all stages (preparation, awarding, effects and termination) of Adif's contracts, which shall all be considered as administrative contracts .

Adif's procurement conditions for each tender are contained in the Specific Terms and Conditions / Special Administrative Clauses.
Any supplier interested in submitting an offer can obtain the documents via the contractor's profile, where mandatory announcements, updates and all documentation related to the tender are published.
