Adif and Adif High Speed Bidder Portal

Implementation of the electronic procurement procedure.

The electronic bidding procedure will be expressly included and described in the dossier of the Public Procurement Document in the company Contractor profile on the Public Sector Procurement Platform, as well as in all compulsory notices. 

The Adif and Adif AV Bidder Portal allows:
  • the preparation and electronic submission of bids,
  • electronic custody of bids by the system, and
  • electronic opening and assessment of documentation by the members of the assistance body (Procurement desks/Assessment committees).
Bidders must sign and submit their bids through the Adif / Adif AV Bidder Portal according to the terms of the related Public Procurement Document governing electronic bidding.
 

Bidders will have access to all the necessary information on their identification, registration and operation regarding the electronic submission of bids contained in the "User Handbook And Technical Specifications" document available in the Adif and Adif AV Contractor's Profile on the Public Sector Procurement Platform.

User registration is required to use the Adif/Adif AV Bidder Portal.

Bidders must sign the documentation using a recognised certificate before submitting their bid in guarantee of the identity of the signing party, the integrity of the documentation, non-rejection by both parties and confidentiality.

Autofirma, the e-signature software developed by the Ministry of Finance and Public Administrations, is required to provide authentication with an electronic certificate and sign documents. (You can download the Autofirma from the Electronic Administration Portal) 

Bids must be submitted on the Adif/Adif AV Bidder Portal and, in all cases, by the date and time specified in the related notice. A recognised electronic signature is required to guarantee the identity and integrity of the electronic files of the documents, the bid and all associated documents.

Documentation available to Bidders
The date and time of uploading the bid to the Portal will be determined by the internal Electronic Registry available on the Portal. To submit a bid, it must first be uploaded to the server in its entirety. It can later be identified by the receipt issued by the Electronic Registry.
