Update of the financial and tax system for infrastructure use
2026 NETWORK STATEMENT
The mandatory incorporation of the Regulation for determining railroad charges has been established, adapting and updating the contents referring to these in Chapters 5 and 7.
2026 - 2027 NETWORK STATEMENT
The Network Statements (NS) set out the structure and contents introduced in Article 97 of Law 38/2015, of the Railway Sector, without including the amounts of the fees that will be incorporated once the corresponding Regulation is approved, in accordance with Article 100 of Law 38/2025 of the Railway Sector.
2027 NETWORK STATEMENT
The 2027 NS sets out the structure and contents introduced in Article 97 of Law 38/2015, of the Railway Sector, without including the amounts of the fees that will be incorporated once the corresponding Regulation is approved, in accordance with Article 100 of Law 38/2025 of the Railway Sector.
In Chapter 5, Complementary Services and Prices, the service provision prices have been modified. CS-1 Exceptional Transport.
Service Facilities.-
This includes the structure and contents introduced in Article 98 of Law 38/2015 of the Railway Sector, Chapter II, railway fees and prices derived from the use of service facilities owned and managed exclusively by the General Infrastructure Administrators. In addition, the prices for the provision of some basic, complementary and auxiliary services have been modified.

Capacity allocation
In Chapter 4, updates have been established regarding the content of the sections: 4.4.1. Procedure for processing Framework Agreement applications for the Awarding of Capacity; and 4.4.2. Procedure for applying the compensation and penalties provided for in the Capacity Framework Agreements; new headings are created: 4.4.2.1. Evaluating compliance with service hours and 4.4.2.2. Applying compensation and penalties in the event of modification or termination of the Framework Agreement, in accordance with the preparatory needs for the 2nd Framework Capacity offer and taking into account the conclusions set out in the report issued by the CNMC “Agreement by which a report is issued relating to the Network Declarations for 2026 and 2027 of Adif and ADIF - High Speed” (File STP/DTSP/069/25). In this regard, a new model Framework Agreement for capacity reservation is included in Annex I.
4.9. TTR for smart Capacity Management: The following sections are modified: 4.9.1. TTR Objectives; 4.9.2. Process factors; 4.9.3. Implementation; 4.9.3.2. Capacity model and capacity distribution, in line with the progress made in the development of the project by Rail Net Europe.

4th 2026 NETWORK STATEMENT UPDATE. 1 DECEMBER 2025 VERSION
The Adif Board of Directors, in the exercise of the powers conferred upon it, at its meeting held on 28 October, 2025, approved, following the opinion of the Council of State, the Regulations for determining railway fees, which were published in BOE No. 283 of 25 November, 2025, and which came into force on 1 December, 2025. It has been incorporated into this Network Statement.
3rd 2026 NETWORK STATEMENT UPDATE. 13 JUNE 2025 VERSION
The principles of the request coordination procedure and the prioritization criteria to be used to allocate capacity during the 2025-2026 service schedule have been incorporated into Chapter 4, Capacity Allocation, Section 4.5, Capacity Allocation Procedure. In line with the new developments in the procedure, Annex J, Dispute Resolution Procedure, included in Chapter 8, has been updated. Similarly, the changes introduced into Chapter 7, Section 7.1 Introduction, to refer to the new procedure. Furthermore, the list of the most significant actions in progress and project drafting has been included in Chapter 2 Infrastructure, Section 2.6.1 Infrastructure Development – Planned Actions. The following content has also been updated: • Section 1.6 Adif Directory. • Annex G, Average Capacity of the Main Lines with data as of March 2025.
