In the 2014-2020 period funding amounting to 518.1 million euros is expected.
The European Regional Development Fund (ERDF) via Spain's Pluri-regional OP 2014-2020, is contributing 413.6 million euros, of which 294.6 million euros is aid for Thematic Objective 7: Sustainable transport; 3.2 million euros for Thematic Objective 4: Low-carbon economy; and 5.0 million euros for Thematic Objective 13: Technical assistance and 110.8 million euros through REACT-EU resources within Priority Axis 20 and with Thematic Objective 13: "Fostering crisis repair in the context of the COVID-19 pandemic and preparing a green, digital and resilient recovery of the economy." 
The European Union's “Connecting Europe Facility" (CEF) that contributes 104.5 million euros.

For this period, Adif has also been granted ERDF aid amounting to 7.5 million euros. Of this aid, 6.4 million euros are managed by the Ministry of Science and Innovation (MCIN ) and intended for the MERCAVE project as part of Thematic Objective 1; and 1.1 million euros for the Institute of Energy Diversification and Saving (IDAE) for R&D&I projects in Thematic Objective 4. The European Regional Development Fund (ERDF)

The European Regional Development Fund (ERDF) is part of the European Structural and Investment Funds (ESIF) together with the European Social Fund (ESF), the European Agricultural Fund for Rural Development (EAFRD) and the European Maritime and Fisheries Fund (EMFF).

The aim of these funds is to promote competitiveness and cohesion in all territories and they are a vital instrument for meeting Spain's main development challenges and in the application of the Europe 2020 Strategy.

The Europe 2020 Strategy is the agenda for growth and employment in this decade. It points to smart, sustainable and inclusive growth as the route for overcoming the structural deficiencies of the European economy, improving competitiveness and productivity and supporting a sustainable market social economy.

On 30 October, 2014, the Kingdom of Spain signed the Partnership Agreement with the European Commission setting out the strategy for the optimal use of European Structural and Investment Funds throughout the country.

In Spain the management of the European Structural and Investment Funds (ESIF) is undertaken by the Ministry of Finance and the Civil Service.

ERDF

The European Regional Development Fund (ERDF) as part of the Multi-Regional OP for Spain, Thematic Objective 7: sustainable transport, indicatively allocates aid of 294.6 billion euros

The Deputy Directorate General for ERDF Management of the Ministry of Finance, entrusted ADIF with the functions included in the Agreement signed by the Director General of Community Funds on 17 April, 2017, and accepted by the President of ADIF on 8 May, 2017.

European Regional Development Fund (ERDF). REACT-EU

Funded as part of the EU's response to the COVID-19 pandemic
 

The regulations governing REACT-EU resources are found in regulation (EU) 2020/2221 of the European Parliament and of the Council of December 23, 2020, which modifies Regulation (EU) 1303/2013 with regard to additional resources and implementation arrangements to provide that fosters crisis repair in the context of the COVID-19 pandemic and prepares for a green, digital and resilient recovery of the economy (REACT- EU).

 

REACT-EU resources are included through the incorporation of Priority Axis 20 into the ERDF 2014-2020 Pluri-regional Operational Program for Spain, with a single Thematic Objective (13) defined as "Fostering crisis repair in the context of the COVID-19 pandemic and preparing a green, digital and resilient recovery of the economy" and a single Investment Priority (13) with the same name: "Fostering crisis repair in the context of the COVID-19 pandemic and preparing a green, digital and resilient recovery of the economy"  

Under this Thematic Objective and Investment Priority, actions have been defined within the Specific Objective:

  • SO 20.1.4 - SO REACT EU 4. "Support for investments that contribute to the transition towards a green economy."
The estimated aid planned for these actions is 110.8 million euros.

EU "Connecting Europe Facility" (CEF) funding instrument


The European Union's "Connecting Europe Facility" (CEF) is an EU instrument that provides financial support for projects of common interest in the trans-European transport, telecommunications and energy networks.

The aim of these grants is to develop and improve the European transport network, while promoting sustainable and innovative mobility solutions. 

This aid is managed by the European Commission's INEA through annual tenders and is granted competitively between the different tenders.
